What are your motivations and goals to serve on City Council?  

After years of community service and involvement, I have retired from full-time work and have the time required to dedicate to City Council.  I intent to improve our "good city" to a "great city" through high quality basic city services (water, streets, public safety) while reducing the tax burden upon taxpayers.

When is it appropriate to leverage public debt to make up for recommended budget shortfalls?
 

It would only be appropriate and acceptable in my experience to leverage public debt to make up for recommended budget shortfalls during a catastrophic event.  In the absence of a catastrophic event, we should create and approve a balanced budget and adhere to it.

How do you envision the city’s Opportunity Zones functioning in the future?      

Corpus Christi currently has 8 Census Tracts designated as Opportunity Zones encouraging business development and investment in low-income areas of our city.  These zones were named in 2017 by our Texas Governor and approved by the Federal Government with a ten-year expiration date.  Upon election I will seek to utilize these zones for economic growth and revitalization in order to return prosperity proportionally across our city as we grow in the future. 

What are your thoughts on the current administrative internal service rates?      

I am against excessive or unnecessary administrative internal service fees / rates and upon election will do my best to find innovative ways to reduce or eliminate this type of "taxes" upon our community while improving city services and trust in government.

In what areas and by what means can you improve transparency in the awarding of contracts?   

As policy makers for the City of Corpus Christi we can ensure that contract awards are transparent as possible while ensuring high quality products or services are being provided.  Upon election, I am in favor of re-visiting the City Procurement Policy and making change(s) that will improve the project quality and trust in government. 

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?       

I spent the majority of my professional career in the private sector creating, overseeing, and managing multimillion dollar budgets and projects.  I also have extensive experience with personnel management through my private sector employment in the refinery industry.  My prior service on City Council also uniquely positions me to join city council on day-one and immediately begin serving the community without a learning curve or delay.  Upon election, I intend to spearhead a city policy change to implement a zero-based budget policy that will add transparency and trust back into city government.  Zero-based budgeting will allow for immediate location of unnecessary and excessive spending that can be used in specific areas of need and ultimately provide tax relief over time.

Public Safety and Policing         

I whole heartedly support Corpus Christi Public Safety.  My City Council track record in favor of Public Safety speaks for itself and upon election I will continue my staunch support of Public Safety.  We must fund our police and provide them with every available resource to combat crime in our community.

Homelessness  

Homelessness is a multi-pronged issue requiring extensive thought and planning.  The city alone cannot address this issue requiring assistance from Federal, State, County, and Municipal organizations.  Community stakeholders, philanthropists, and non-profits should be included in this discussion to in order to best tailor our community's homelessness program.

Pornography

as Relates to Public Ordinance      Corpus Christi currently has Public Lewdness and Nuisance ordinances in place that address this issue.  I support annual review(s) of all policies and ordinances to ensure adequate and necessary provisions are in place to address public safety and concerns..

Whether the topic of abortion remains relevant in Texas cities,

following the statewide ban I support the state's right to define abortion rights.  I do not seek to take any additional acts contrary to State Law.

Gender and Sexual Identity as relates to public facilities and policy

Public Facilities should remain open to all regardless of race, gender or sexual identity.  I would however support limiting gender to two genders only within public facility

What are your motivations and goals to serve on City Council?  

We should all strive to better our community.  While attending weekly city council meetings, it has become apparent that we, the community, are not a priority to this council.  Nor do they have our best interests at heart.  My goal is to bring back common sense, community decency and prioritizing our community its needs and community services as was meant.  I am a Constitutional candidate and would lean on our Constitution for guidance.

When is it appropriate to leverage public debt to make up for recommended budget shortfalls?  

It is never appropriate to leverage public debt for normal budget shortfalls except under extreme circumstances like catastrophic events.  We are responsible for being GOOD stewards of tax dollars of our community members.

 

We need to put the needs of the community before the wants & dreams of city staff.  I am also concerned that the city managers approach of first threatening to cut public safety, community services and residential street repair budgets is wrong.  These should be the last areas to be touched.  We are currently top heavy at the director level and this needs to be addressed.  "

How do you envision the city’s Opportunity Zones functioning in the future?      

I see them functioning best when they are grounded with clear and fair priorities for all who choose to help with our goals.  I am of the belief that the private sector can do it cheaper, faster, and better than the government.  We should be fair so that we can organically grow into what the community needs and wants.

What are your thoughts on the current administrative internal service rates?      

Internal service rates are questionable.  Why does a department have to fund another internal city department out of their own budget?  For example, the IT department gets funding from all of the other departments.  There are many questions with regards to internal service rates that needs to be streamlined and more transparent.

In what areas and by what means can you improve transparency in the awarding of contracts?   

It is important to ensure that we are being fair, consistent and transparent with ALL of whom would like to do business in our city.  We should allow for competition by using objective and consistent criteria to prevent corruption.  As it stands, there are concerns that the city staff and council are picking the winners and losers of which may not be beneficial to the community as a whole.  I hope to help make this process more fair and consistent for all.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?      

  I have an extensive financial background and experience.  I have had a small bookkeeping/light accounting business for 19 years helping in all industry areas including oil and gas, restaurants, engineering firms, retail spaces, 501c3 charitable organizations, law firms and specialty industries.  I am also the President of the Corpus Christi Taxpayers Association Inc.

"As a young business owner and someone deeply invested in the future of Corpus Christi, my motivation to serve on City Council stems from a genuine desire to see our city thrive. I’ve had the privilege of working with diverse communities and industries in our city, and I understand both the challenges and the opportunities we face.

 

My goals are clear:

 

Economic Growth & Opportunity: I want to create more opportunities for small businesses and entrepreneurs to flourish. By fostering innovation and supporting local enterprises, we can generate more jobs and keep our economy thriving.

 

Improved Infrastructure: Addressing the ongoing issues with our roads, utilities, and public services is a top priority. I believe in smart investments in our infrastructure to not only meet today’s needs but also plan for future growth.

"Leveraging public debt can be a necessary tool for addressing budget shortfalls, but it must be approached with caution and a long-term perspective. Here are my thoughts on when it is appropriate:

 

Critical Infrastructure Projects: Public debt can be justified when funding essential infrastructure projects that are too costly to be covered within a single year’s budget but will provide long-term benefits to the community. This includes improvements to roads, utilities, water systems, and other critical assets that serve the public for decades.

 

Economic Growth Investments: If the debt is used to fund projects that will generate economic growth and future revenue, such as business development programs or strategic city expansions, it can be a smart move. These initiatives can strengthen the local economy and help repay the debt over time.

 

Emergency Situations: During times of crisis, such as a natural disaster or a public health emergency, leveraging debt might be necessary to address immediate needs and ensure the safety and well-being of residents. However, debt should only be used if other options, like emergency funds, are insufficient.

 

Cost-Saving Opportunities: Debt can also be appropriate when it allows the city to take advantage of cost-saving opportunities, such as refinancing existing debt at lower interest rates or investing in energy-efficient upgrades that reduce long-term operating costs.

"I envision Corpus Christi’s Opportunity Zones becoming vibrant hubs for economic development, community revitalization, and long-term prosperity. These zones offer a unique chance to attract private investment to areas that need it most, driving positive change for both businesses and residents. Here’s how I see them functioning in the future:

 

Catalysts for Local Business Growth: I believe Opportunity Zones will play a critical role in nurturing small businesses and startups. By providing incentives for investors to support local entrepreneurs, we can help create new jobs and diversify the economy, reducing dependence on a few key industries. I’d like to see local business owners take full advantage of these zones, with the city offering guidance and resources to help them access capital and grow their operations.

 

Affordable Housing & Urban Development: One of the most important ways Opportunity Zones can benefit the city is through the development of affordable housing and mixed-use projects. By encouraging investment in housing, we can ensure that residents from all income levels have access to quality living spaces, while also revitalizing underdeveloped areas. These rates are designed to cover the costs of shared services, such as IT, human resources, fleet management, and facilities maintenance, which are critical for keeping the city’s operations running smoothly. Here are my thoughts:

 

Transparency & Accountability: It’s essential that these rates are transparent and clearly reflect the actual costs of services provided to each department. If internal service rates are too high, they can strain department budgets and reduce their ability to deliver essential services. Ensuring that these rates are reviewed regularly and adjusted based on real needs is critical for maintaining fairness across departments.

 

Efficiency Improvements: Internal service rates should incentivize efficiency in how city services are delivered. If we can streamline processes, reduce waste, and leverage technology to cut costs in areas like IT or fleet management, we should pass those savings on to the departments. This would free up more funds for direct public services, infrastructure improvements, and other community priorities.

 

Equitable Distribution of Costs: The allocation of costs through internal service rates needs to be equitable. "Improving transparency in the awarding of contracts is crucial to fostering public trust and ensuring that the city operates fairly and efficiently. There are several key areas and practical means by which I believe we can enhance transparency:

 

1. Clear & Publicly Accessible Bidding Processes

Online Portal for All Contract Opportunities: Implementing a centralized, user-friendly online platform where all contract opportunities, requirements, and deadlines are clearly listed would be a major step forward. This portal should allow businesses of all sizes to access information and submit bids easily.

Public Notification System: Create a subscription-based notification system that alerts businesses and citizens when new contract opportunities are posted, ensuring no one misses the chance to participate.

2. Standardized Criteria for Awarding Contracts

Objective Evaluation Criteria: The criteria used to evaluate and award contracts should be publicly available and standardized. This ensures that every bid is judged based on merit, qualifications, and cost-effectiveness, not personal connections or subjective preferences.

Independent Review Panels: Establishing independent review panels made up of industry experts and community representatives can provide an extra layer of oversight and impartiality. Their reviews and decisions should be documented and made public.

3. Transparency in the Decision-Making Process

Publicly Available Bid Summaries: Once a contract is awarded, a summary should be made available that includes key details—such as why a particular bid was chosen, the scoring of the bids, and any evaluations that took place. This makes it clear that contracts are being awarded based on fair competition.

Regular Audit Reports: Implementing regular audits of the contract awarding process, with the findings published in publicly accessible reports, would help ensure that the system remains fair and free of corruption.

Public Safety and Policing         

 

I support providing law enforcement with the resources and training needed to keep our community safe, while also prioritizing transparency and accountability. Expanding community policing efforts to build trust between officers and residents is essential. I also believe in investing in crime prevention programs to address root causes and reduce crime in the long term. My approach balances strong public safety with fair and responsible policing.

Homelessness  

Addressing homelessness requires a compassionate and practical approach. I support expanding affordable housing options, increasing access to mental health services, and providing job training programs to help individuals transition off the streets. Collaboration with local non-profits and community organizations is key to creating sustainable solutions. My focus will be on long-term strategies that reduce homelessness while ensuring public spaces remain safe and accessible for everyone.

I believe that public ordinances should prioritize protecting community standards and the well-being of all residents, particularly children. While respecting freedom of expression, I support ordinances that regulate the public display of explicit material to ensure it is not easily accessible in public spaces or near schools and family-oriented areas. My goal is to maintain a safe, respectful environment in our community while upholding legal standards.

As a city council member, my role would focus on ensuring that women have access to comprehensive healthcare services, including maternal care, family planning, and support resources, while respecting state law. My priority is to work within the legal framework to address local healthcare needs and provide support for women and families in our community.

I believe in creating an inclusive and respectful community where everyone feels safe and welcome. Public facilities should accommodate all individuals, regardless of gender or sexual identity, by ensuring access to gender-neutral or inclusive restrooms and spaces. What are your motivations and goals to serve on City Council?  

Ensure adequate long term water supplies….fix streets with focus on residential streets….grow the economy/jobs

When is it appropriate to leverage public debt to make up for recommended budget shortfalls?  

Never….I would consider it if a capital project, voted on by the public was short.  I could see Certificates of Obligations to be used for that under the recognition the public approved the project, and for reasons outside of anyone’s control, the total cost exceeded bond amount voted on.  But, even then, it would only be on extensive review and deliberations.

How do you envision the city’s Opportunity Zones functioning in the future?  

Opportunity Zones are Federal designations.  Local, we do don’t create them, but could leverage their existence.  If they would grow, develop Corpus Christi, then I would consider them.

What are your thoughts on the current administrative internal service rates?      

I have not investigated internal service rates enough to comment.  I chaired the Audit Committee when last on City Council.  If elected, I would continue to be a budget hawk and assume I would again serve on that Council Committee

In what areas and by what means can you improve transparency in the awarding of contracts?    

I support transparency.  I feel good about my views and actions regarding transparency when I served before.  My past Council experience speaks for itself.  I liked our process where we would publicly disclose the agenda one week before any action was to be taken. That allowed the public plenty of time to weigh in on items.  The idea was to present one week, but vote the following week….good process.  This council has moved away from that.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?  

Previous City Council experience.  I chaired the Council’s Audit Committee.  I have a record of reducing the City’s workforce and lowering the tax rates.  I also manage several private sector companies.

I believe it is too high. Our government has become to big.

The upcoming election is one of the most important in the history of Corpus Christi. The outcome of this election will have worldwide consequences. We are one of the largest energy-producing communities in the world. We reduce the depency on foreign oil and the depency on Russian coal. Our economy is expanding and we must provide strong, maintained infrastructure; strong public safety and secure a safe, affordable and reliable water source.

Never

Capitizing on these options are important for revitalizing our inner city areas.

What are your thoughts on the current administrative internal service rates?      

We just need to ensure that we are running as efficiently as possible. It's important that these departments assess the same fees as they would the consumer so as to not compete with the private sector.

In what areas and by what means can you improve transparency in the awarding of contracts?   

I believe we have a very transparent process at this time. In fact, the audit committee engaged in a roughly $1 million, three year contract with a firm to review and audit construction contracts in engineering and have had difficulty finding any substance and has not yielded any returns. Spending $300K in a years time is a complete waste of the taxpayers money and I believe we should consider terminating the contract. The audits have validated a transparent and competitive process. Ironically, the contract was sole sourced. Outside audits are required and are completed yearly. Good management is the key.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?       

I've have served on the Council since 2019 and am proude of the impact I've made. Serving as Municipal court chair, during my tensure, it has yielded over a million dollars the better for the tax payer. My experience and relationships in the legislature and the state and federal leverl have improved the city's position on multiple occastion. My experience in financing healthcare have brought about improved benefits and reduced cost for the city to name a few.

"As a current City Council Member, I want to continue serve the citizens of Corpus Christi with sound leadership, a safe and secure environment, promote liberty, economic prosperity and preserve our American values and traditions."

When is it appropriate to leverage public debt to make up for recommended budget shortfalls?  

Budget shortfalls happen when the city staff either over estimates revenues or if we are in a post catastrophe economy, like the aftermath of a hurricane. The City has the ability to adjust the budget at nearly any time during the fiscal year to offset potential shortfalls. I have been and would continue to be proactive ahead of such shortfalls. The most recent "shortfalls" were due to the Tax CUTS I voted for in increasing the exemption for Homeowners. On leveraging public debt... debt is a financial tool to use; not to overuse. There is a balance and frankly our city has good ratings but I worry about how much debt has been issued both revenue and general obligation debts. The short answer is to be proactive ahead of shortfalls so we have the best chance to not be in a financial emergency.

How do you envision the city’s Opportunity Zones functioning in the future?

Opportunity zones are a Federal program. The CCREDC has promoted many of them and the very first Opportunity Zone completed project was in my District, on North Beach. I worked hard to help make that happen in my term from 2018-2020. The program itself is tied to the Tax Cuts & Jobs Act, of which I hope continues with a win by President Donald J Trump. As for the City, we can help promote and educate investors to look at any or all of our 8 Opportunity Zones and perhaps stack those capital gains incentives with City based agreements or incentives.

What are your thoughts on the current administrative internal service rates?      

Internal service rates need to be approve d by City Council. The City Staff should recommend the internal service rates they believe to be accurate and provide the thought process behind their recommendation. But, the City Council should have the final authority on what those internal service rates are.

In what areas and by what means can you improve transparency in the awarding of contracts?   

The procurement process is guided by State law but there is always room for improvement. I've paid special attention to the scoping of projects and RFP's to ensure that when the City goes out to bring in bidders, the language allows companies to compete and thus lower the cost to taxpayers. Often I've seen in the past where the City would write in to an RFP where the contractor needs to have had X number of years experience with the City... and excludes competition or new contractors to bid.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?       

I am your current Corpus Christi CIty Councilman for District 1. I was appointed in 2017 and elected to serve 2018-2020 as well. My day job is Market President for National Bank & Trust. I live, eat and breathe budgets, financial matters, personnel management as well as serve the public every single day.

Crime is increasing, whether it is the open border or another cause - the effect is that we need more Officers. As a city grows, there should be a policy in place that aligns the investment we have in public safety, Police & Fire.

Homelessness  

Homelessness is not an issue we can solve 100%. The city can play a role of helping ensure service agencies work together. I would like to see programs, by service providers, not the city - that help working poor families prevent becoming homeless. The City can also reduce all the bureaucracy costs passed through on to renters and homebuyers. I championed a workforce housing project in District 1 and it will help prevent people who want to work from being homeless.

Only during a severe economic recession or natural disaster.

The IRS identifies these zones, and the city can ensure that the investments in opportunity zones provide real benefits to the community. They should be compact, limited in time, and in underserved areas that need housing and business infill. They require oversight and comment engagement to ensure transparency and accountability.

What are your thoughts on the current administrative internal service rates?      

They seem to be functional at this time; however, water and wastewater rates for household consumers are too burdensome. Users in de-annexed areas should not get discounted rates; the rates should be equitable. 

In what areas and by what means can you improve transparency in the awarding of contracts?   

We should post all proposals publicly on the city's website and publicize bidding. We should also create additional stipulations when we award contracts to use at least 30% union workers and encourage black, brown, LGBTQIA+, and women-run companies to apply.

I spent over twenty years in corporate retail management and sales. During that time, I hired and trained personnel, monitored budgets and KPIs, and handled all customer service issues that arose. Every resident deserves this, but in order to achieve a higher quality of life, we have to ensure the police department is fully staffed, properly trained, and adequately equipped to safeguard public safety standards.

If the situation arose to meet the commitment to first responders or other absolute essential service. Initiatives my opponent supports such as Prop A do not fall into this category. 10 million dollar to renovate the Oso creek clubhouse is not an appropriate situation. Our city and its infrastructure would not be in the shape it is if certain members had the courage to not advocate for these projects that make good photo opportunities but bad economic policy. If a pastor knows this certainly someone working in finance would.

I see the city’s Opportunity Zones as a prime vehicle for encouraging private investment and reducing government dependency in underserved areas. By offering tax incentives, these zones can attract businesses that create jobs and drive economic growth without the need for heavy government intervention or spending. I believe the focus should be on fostering an environment where the free market can thrive—where private capital leads the way in revitalizing these areas, creating more opportunities for entrepreneurship, and strengthening property values. This will not only boost our local economy but also reduce the tax burden on hardworking citizens. My vision is for Opportunity Zones to empower local communities through private investment, ensuring that growth is sustainable and driven by market demand. I spoke specifically about this issue with the owner of Vick’s burgers on Port and Leopard. It was very enlightening. "

I believe it’s important to take a close look at the current administrative internal service rates to make sure they are fair, transparent, and accurately reflect the true cost of services. These rates should not place an unnecessary burden on city departments or lead to inflated costs for essential services. My focus would be on ensuring that these rates promote fiscal responsibility and operational efficiency, so taxpayers aren't paying for inefficiencies or mismanagement. It's crucial that we streamline operations, reduce waste, and make sure that every taxpayer dollar is used effectively within the city’s administration. By doing this, we can maintain a budget that serves the public without excessive overhead. This is part of what I call “Government by Golden Rule.” Matt. 7:12

In what areas and by what means can you improve transparency in the awarding of contracts?   

I believe improving transparency in the awarding of contracts starts with increasing public access to the entire bidding process. First, I would push for all contract opportunities, bids, and evaluations to be easily accessible online, allowing citizens to see what contracts are being awarded, who is bidding, and why decisions are being made. Clear criteria for awarding contracts should be published in advance, ensuring there are no hidden agendas or favoritism. Additionally, I would advocate for third-party audits of the contracting process to ensure fairness and accountability.

 

By establishing a more open process, we can reduce the risk of corruption and ensure that contracts are awarded based on merit and cost-effectiveness, ultimately benefiting taxpayers. Public input should also be welcomed in key contract decisions, ensuring that community needs are being met, not just political or insider interests. As Proverbs 11:1 says, ""The Lord detests dishonest scales, but accurate weights find favor with Him."" This reminds us of the importance of integrity and fairness in all dealings, especially when managing public resources."

"I have significant experience managing budgets, financial matters, personnel, and public service through my work as pastor of Calallen Baptist Church and my leadership in the community. Overseeing the church's budget requires careful planning, ensuring that funds are allocated responsibly and that we remain transparent and accountable to the congregation. In fact, I’ve led efforts to balance our church budget in preparation for our 150th anniversary, which has taught me how to manage resources effectively and set financial priorities.

 

In terms of personnel management, I work closely with church staff and volunteers, coordinating efforts across various ministries. This involves handling hiring decisions, conflict resolution, and ensuring that we meet the needs of our community with compassion and efficiency.

 

My public service background includes years of serving Corpus Christi in various capacities, where I’ve seen firsthand the importance of balancing fiscal responsibility with serving the needs of the public. I’ve always treated public resources like donations, ensuring they are used wisely and in a way that benefits the entire community.

Only and when absolutely necessary.  However, I believe that it is the responsibility to prepare in advance towards building a strong cash reserve which would in turn reduce the need to leverage public debt.

How do you envision the city’s Opportunity Zones functioning in the future?      
 

In our city, there 22.9% of families earn less than 40% of the median income, which is about $24,600 per year. This is considered an extremely low income.  As such, it is in our best interest to spur economic growth and job creation in low-income areas in our city while providing tax benefits to investors.

What are your thoughts on the current administrative internal service rates?      

 

Higher than what the current rates are at present and for many years prior.  The following lists several ways to reduce administrative costs: 1. Analyze costs: Look at your current costs and identify areas for improvement. 2. Eliminate redundancies: Remove tasks that are unnecessary or redundant. 3. Centralize functions: Consolidate certain functions into shared service centers to reduce duplication of efforts. (*our organization utilizes this effective tool). 4. Consider outside services: If we need help expanding, we can consider turning to an outside service. 5. Lastly, monitor results: Track and measure our performance.

In what areas and by what means can you improve transparency in the awarding of contracts?   

A practice that our business has used for years is by standardizing evaluation criteria: Establish clear and standardized evaluation criteria for selecting suppliers and awarding contracts. Make these criteria available to bidders in advance so they understand how their proposals will be assessed.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?  

 

During the course of my 43 years in working for a multinational specialty chemical company, and during the 21 years in the manufacturing side of our business, I was tasked in preparing budgets for operational and project needs.  In doing so, we were directed to utilize tools and practices that were stringent with regards to; fixed costs, variable costs and cost control methods to ensure that we operated under budget.  As for personnel management, I was tasked with managing a team of operators, a logistic coordinator and a safety coordinator. As for public service, I currently chair the Nueces County Civil Service Commission.

The opportunity zones should serve to give the community members opportunity to thrive and invest in their passions - partnerships with our community will result in improving our city and adding to its assets and amenities while strengthening the economy.

They are excessive and overly applied.

In what areas and by what means can you improve transparency in the awarding of contracts?   

 

City leadership should have to present their entire process to the public. What the contents of their contracts are, where and for how long they were published, and go over all the proposals they received.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?       

 

I have extensive experience in business and financial management, beginning in the hospitality industry where as a Director, I was responsible for budgets and financial recovery for several local businesses. Currently I manage four municipal departments as a Director, where I am responsible for their budgets also.

I have spent time reviewing the current proposed city budget for 2025, and I am confident I will be able to understand it while serving on City Council.

I also studied public budgets in completing the MPA degree at Texas A&M University-Corpus Christi, which in addition to my years of business leadership experience have prepared me for this role.

What are your motivations and goals to serve on City Council? 

When I retired and decided to run for City Council, family and friends asked why?

My answer is simple: I've devoted my life to public service in both the Navy and city administration, and I want to continue serving people in the city that my wife and I, along with our family, have cherished and proudly called home for the last 20 years.

 

I have been married for 39 amazing years, raising our two sons, and enjoying our grandkids. For 19 years, our family has been part of this community watching football games, wakeboarding in the ski canals and fishing in the Laguna Madre.  My two sons graduated from Flour Bluff High School, going on to be successful in their own career paths. Now our grandkids are visiting and enjoying the beautiful Corpus Christi beaches.

 

District 4 is truly unique being the largest city district, spanning across three counties, consisting of an island, a peninsula, and the mainland.  This amazing district comprises of beaches, the Laguna Madre, the Flour Bluff Independent School District, the Naval Air Station Corpus Christi, the OSO Beach Municipal Golf Course and the OSO Bay Wetlands & Leaning Center.  After listening to residents and businesses across the district, they have clearly stated that the overarching priorities for the District 4 are the repair of streets, improved flood control and public safety. 

When is it appropriate to leverage public debt to make up for recommended budget shortfalls?  

 

Debt is a long-term investment needed for large city projects and should not be used on short term items such as supplementing operational budget shortfalls.

The U.S. Treasury Department gave final approval of the designation of more than 600 Opportunity Zones submitted by Texas Governor Greg Abbott, including nine Census Tracts in Nueces County.

 

The Opportunity Zone program was created by the 2017 federal Tax Cuts and Jobs Act and will encourage businesses to develop and invest in low-income communities in Texas. Each state could designate up to 25 percent of its eligible low-income census tracts as Opportunity Zones. The Governor’s Office analyzed Texas' eligible tracts and identified eligible areas in particular need due to chronic unemployment, lower population density, and significant economic disruptors such as natural disasters within the past two years, Texas designated 628 census tracts in 145 counties as Opportunity Zones on March 21, and the U.S. Treasury Department gave its approval of Texas’ designations on April 20.

According to the National Community Development Association, areas designated as Opportunity Zones retain the status for 10 years. Opportunity Zones will draw on unrealized capital gains in stocks and mutual funds held by individuals and corporations. By funding Opportunity Zones, investors will be able to defer and reduce their federal tax liability.  According to Enterprise Community Partners, Inc. an Opportunity Zone program “provides an incentive for investors to reinvest unrealized capital gains into Opportunity Funds in exchange for a temporary tax deferral and other benefits tied to long-term holdings. I tried to find on the city's website, however, could not direct information.  I do understand that certain departments don't generate a revenue stream, such as legal, and therefore, charge an internal service rate.  Not sure when last updated, but the rates could be evaluated for necessity and correctness.

In what areas and by what means can you improve transparency in the awarding of contracts?   

 

The best approach is by fair competition that promotes transparent processes for all who are part of the procurement process.  In addition, good policies and procedures that are established and published and very accessible to the public.

What experiences do you have in regard to working with budgets, financial matters, personnel management and public service that prepare you to serve in this office?       

 

My 34 years of leadership and experience started with the Navy, completing 21 years service and retiring as a Lieutenant Commander, Civil Engineer Corps Officer.   After the Navy, I was an Executive Director for two cities broadening my experience with city procedures and operations. During my career, I achieved a bachelor degree in civil engineering and a master degree in both urban planning and business. I also completed the rigorous qualifications for three nationally recognized professional credentials: Professional Engineer (PE), American Institute of Certified Planners (AICP) and Certified Energy Manager (CEM).

 

Over the past 19 years, I have worked with remarkable people, solved complex problems and completed critically needed projects, such as the construction of the Air Traffic Control Tower at NASCC, the Fuel Farm at NASK, and the numerous water and wastewater projects throughout the city.   I will continue to use my experience to find solutions that support the people and business I’ve come to know so well.  With your vote, I will work full time on council to bring your ideas, compassion and voice to council building a stronger, more vibrant future for District 4.
